The SBA defines small businesses as companies with up to 500 employees and typically focuses on those with over 20. Private investment and public policy generally target the same group; however, the real heart of job growth in the small business community is businesses with fewer than five employees. Addressing the needs of this segment can generate profound positive economic and social consequences.
