Federal Policy Updates
The government shutdown has ended after both the House and Senate approved the Continuing Resolution (CR), with the President signing the bill into law late Wednesday night. Other recent happenings in the federal landscape are also impacting our industry. See below for the latest federal policy updates:
- Congress approved a Continuing Resolution (CR) to bring the shutdown to an end and extend government funding until January 30.
- The shutdown is ending without a renewal of the Enhanced Premium Tax Credits. This means that ACA marketplace enrollees, of which more than half are small business owners, self-employed entrepreneurs or small business employees, will pay 114% more on average for their monthly healthcare premiums.
- The enactment of the CR would compel agencies to reverse all reduction-in-force (RIF) actions that have taken place since the shutdown began (including at the CDFI Fund), and bar the Trump administration from conducting further RIFs until after January 30.
- On November 6, the Treasury Department launched an audit of nearly $9 billion in contracts to investigate potential fraud and misuse in small business set-aside programs like 8(a), signaling increased scrutiny of how disadvantaged business contracts are awarded and monitored.
- Last week, the Supreme Court heard oral arguments in two challenges to President Trump’s legal authority to impose tariffs. Several members of Congress, along with small business owner advocates, used the opportunity to highlight how small businesses are heading into the critical holiday season with ongoing unpredictable trade policies that threaten their survival.

COOK Alliance’s Lauren Wolfer gave updates on the MEHKO program and CIELO’s Alex Alvarez shared the challenges facing immigrant entrepreneurs. Members also discussed strengthening small business support through financial education, local partnerships, and community engagement across the growing Inland Empire.
